The Israeli policy, ever since the founding of Israel, has been to
impoverish the Palestinians, a people so similar to the Israelis in
education and world outlook that they would be indistinguishable from one
another were it not that they each practice different religions.
Therefore, I propose the following to the Israelis, consistent with their
religious beliefs which insist that a stranger in their midst be treated as
well as one of their own:
I propose that for the next 10 years the Israelis spend as much per-capita
on the Palestinians under their control, and this would include those
nominally under Palestinian control, as they do for the Jews under their
control.
If the Israeli government were to pursue such a course, I predict that at
the end of that time that the Israeli-Palestinian conflict would have
ceased to exist.
